The main setting in this book is the dorms Maggie and Caleb's Re-Start group stays at. If the setting changed, the entire plot would change. They had to be forced into a dorm with eachother and other people, or there would be no conflict. They also had to be with Damon, or they could never convince Caleb to tell his secret. The other setting is Spain, but we don't actually read about it much. If Maggie didn't go to Spain, then Caleb and her would never realize that even when they are far apart, they were still meant to be.
